If your boiler is in good condition, its water should rarely, if ever, need to be completely changed out. You should be able to clear out accumulated sediment without a full drain via skimming and occasionally letting it drain a bit after a heating season.
You only want to completely empty your boiler and replace the contents of the entire thing if absolutely necessary because any time you do so, you risk introducing additional minerals to the system, which will only make things worse.
You should, of course, take action if the water in your system is getting opaque, and with certain types of low water cutoff, you may need to flush that specific part of your system as often as once a week to keep it clean.
If your system has a functioning pressure relief valve, high boiler pressure is unlikely to be dangerous or even particularly damaging — but it’s still not a problem you want to leave unattended once you’ve noticed it. High pressure will cause leaks at the weakest points of your system, such as joints and valves, which can lead to water damage, corrosion, and needing to add more water to top off the system — with the consequence of introducing minerals to the system.
It can also reduce the efficiency of your system for heating, wasting the biggest advantage a boiler offers over other heating solutions. Of course, if you have a faulty relief valve and pressure builds high enough, it can lead to catastrophic failures, with a risk of costly repairs, extreme water damage, and scalding of people in the vicinity. If you notice a pressure problem, be sure to have it taken care of immediately.
